Facilities Projects
Replacement of Fire Stations 2 and 3
Through this project Fire Station 2, located on North Washington Avenue, and Fire Station 3, located on Gould Drive, will be replaced with new facilities. The approximately 50-year-old stations will be replaced with 16,000 + SF, 4 bay, state of the art facilities. Construction began in the fall of 2024, with completion expected in early 2026.
New Energy Department Headquarters
The headquarters will be built on city-owned property along West Davis Road, next to the current Electric Division facility. Once construction is complete, the current Electric building will be renovated and incorporated into the project to form a single campus housing both gas and electric services.
TTU Pump Station - Wet Weather Storage Project
This project replaces a 30-year-old pump station, increasing capacity for growth. Additionally the project includes a wet weather storage tank, for high flow storm events.
39 Depot Street Development
The City recently purchased approximately 5 acres of property located at the southwest corner of Depot Street and South Cedar Avenue for the purpose of providing public parking, community greenspace, and commercial/retail development. A landscape architecture/urban design firm will be utilized to development a Master Plan for the property, which will include enhancement of vehicular and pedestrian circulation in the area around the Cream City Historic District.
Dogwood Park Western Entrance
An enhanced entrance to Dogwood Park from North Walnut Avenue will be provided in this project. Construction initiated Fall of 2024, and is expected to be completed Fall of 2025. The project includes landscaping, sidewalks, parking and lighting.
CPAC Expansion and Remodel
The Cookeville Performing Arts Center is being expanded and remodeled in this project. Construction initiated Fall of 2024, and is expected to be completed Fall of 2025. A primary component of this project is a significant enlargement of the women’s restroom facility.
Street Projects
Widening of South Jefferson Avenue
The South Jefferson Avenue improvement project includes widening the street to a five (5) lane facility from Interstate 40, south to State Highway 111. The project will include construction of sidewalks on both sides of the street with curb and gutter for storm drainage. The project will add dual left-turn lanes at Bunker Hill Road onto South Jefferson Avenue and the I-40 East Bound off-ramp onto South Jefferson Avenue. This TDOT project was originally anticipated to be completed by Spring of 2025, but has been pushed to Fall of 2026.
West Stevens Street Streetscape - Phase I
Phase I will improve West Stevens Street from South Willow Avenue west to West Jackson Street. The improvements include widening the existing lanes, the provision of sidewalks on both sides of the street; the placement of utility lines underground; installation of steel utility poles with LED street lighting; and stormwater, sewer, water, and gas line improvements. Construction began Fall of 2024, is expected to be completed by Spring 2026.

Rail Trail - Westward Expansion
This project consists of extending the Tennessee Central Rail-Trail westward from the Cookeville Depot to Cane Creek Park.
Church Avenue - Parking Lot
The new parking to be developed on Church Avenue will provide additional parking just off W Spring St.
Street Projects
South Willow Avenue/West Jackson Street - Turn Lanes
The South Willow Avenue / West Jackson Street project consists of the construction of a second turn lane on South Willow Avenue and a dedicated right turn lane on West Jackson Street.
North Willow Avenue - Widening
The North Willow Avenue widening project is to widen to 5 lanes between W Broad St and W 12th St, replace sidewalks, and implement storm water improvements.

Facilities Projects
Police Department Headquarters
This project consisted of the construction of a 42,000 square feet state of the art headquarters for the City of Cookeville Police Department. The new facility also houses the City's Department of Information Technology and Telecommunications and City Court. Construction was completed March 2022.
Cane Creek Pickleball Courts
Eight pickleball courts, adjacent to the Cane Creek Recreational Center, were completed in October 2025.
Cane Creek Dog Park
Approx 36,000 s.f. off-leash dog park with two separate areas: one for small dogs (under 25 lbs) and one for large dogs. Features agility equipment, benches, trash cans, drinking fountain, etc. Funded partly by a Dog Park Dash grant from Boyd Foundation.
Cane Creek Park Shoreline Restoration
This project consisted of restoring and stabilizing the eroded sections of the northern shore of Cane Creek Lake, repairing and resurfacing damaged portions of the paved walking path, and replacing and widening the bridge crossing the northern shore of the lake.
City Hall Renovations
Major renovations to the 56 year old structure include HVAC and window replacement, exterior painting, addition of drive thru lane, audio-video upgrade for council room, new phone system, exterior railing replacement, touch-less water fountains, and ADA compliant front doors.
Animal Shelter Education Room
A new 1,000 square foot Education Room addition at the Cookeville/Putnam County Animal Shelter located at 2650 Gainesboro Grade.
Cane Creek SportsPlex Shade Structures
The Cane Creek Park SportsPlex had 8 new shade structures installed.
Park View Skate Park
Construction of new Skate Park off Scott Avenue.
West End Park
The West End Park improvements involved basketball court resurfacing, new playground equipment and playground surface, clearing and fencing installed.
Dogwood Park Restroom
New restroom facility constructed for the Heart of the City Playground at Dogwood Park.
Equipment Purchases
Ladder Truck
The City of Cookeville purchased a new Ladder Truck and Pumper Truck for the Cookeville Fire Department in 2022.

Street Projects
North Cedar Avenue Streetscape - Phase I
This project consisted of widening existing lanes, construction of bike lanes and sidewalks on both sides, and decorative streetlights. Completed 2022.
North Cedar Avenue Streetscape - Phase II
Bike lanes were extended from the terminus of Phase I at West 2nd Street south to West Broad Street. To provide the lanes, on-street parking was removed. The bike lanes now connect the TTU campus with Tennessee Central Rail-Trail at West Broad Street. The project was completed in 2024.
East Hudgens Street / South Elm Avenue - Turn Lane
Construction of right turn lane on E Hudgens St and S Elm Ave to provide better traffic flow at Capshaw Elementary School.
South Maple Right-turn Lane
The Department of Public Works has installed a short, dedicated right-turn lane on South Maple Avenue at its intersection with Veterans Boulevard. The project reduces the vehicle queue at this intersection and was completed in 2024.
Widening of East 10th Street - Phase II
Phase II widens East 10th Street from 3 to 5 lanes beginning at the terminus of Phase I at Wilson Avenue extending west to Fisk Road. The project includes the provision of sidewalks on both sides of the street; the placement of utility lines underground; installation of steel utility poles with LED street lighting; and stormwater, sewer, water, and gas line improvements. This project is expected to be completed by June of 2025.
Salem Church Road - Connection
This project will provide better access and connection to England Dr and Salem Church Rd.
Utilities Projects
Cream City AlleyScape
This project consisted of Cream City alley walkway improvements, new sidewalks, utility improvements, landscaping.
Tennessee Avenue Sewer Line Extension
The Tennessee Avenue Sewer Line Extension project extended sewer service to an area north of Interstate 40 and along Tennessee Avenue.
