[ARCHIVED] PRESS RELEASE: City Hires New Civil Engineer/Project Manager

The City of Cookeville Department of Water Quality Control is pleased to announce the hiring of Alec Hobbs as its new Civil Engineer/Project Manager, who will also serve as the City’s Pretreatment Coordinator.

In this role, Hobbs will support the City’s in-house engineering and project delivery efforts by assisting with engineering design, overseeing the successful installation of new infrastructure projects, and confirming construction follows approved plans. As a project manager, he will be responsible for verifying that record drawings accurately reflect what was installed in the field. His day-to-day responsibilities will include visiting job sites to check in with construction crews, gathering updates on water and sewer line projects, and drawing plans for future projects.

As Pretreatment Coordinator, Hobbs will eventually manage all aspects of the City’s pretreatment program, including conducting inspections of permitted industrial users. He will also be involved with biosolids (sewer sludge) reporting, supporting compliance and documentation efforts related to wastewater operations.

Hobbs graduated from Tennessee Technological University in May 2025 with a degree in Civil Engineering. Following graduation, he worked in Nashville for a project consulting firm focused on land development until early November before beginning his employment with the City on November 17, 2025. Originally from McMinnville, Hobbs moved to Cookeville for school and now considers the area home.

His favorite part of the job is getting out in the field and around the community, and he says he pursued this role because, “I wanted to be a part of something that was making a direct impact on the community.”
